The Woman's Christian Temperance Union is a family organization. Children from birth to age 6 may be enrolled as White Ribbon  Recruits when their parents, grandparents, or guardians pledge to teach the  children the values of total abstinence.

Children of elementary age may join the Loyal  Temperance Legion. They sign this pledge and pay a minimal yearly dues. They are known as Friendship members. Five or more children with an adult leader who joins the WCTU may form an LTL and have regular  meetings.

Teenagers are invited to join the Youth Temperance Council by signing a pledge and paying yearly dues. They  may be state members or a group of five or more with an adult leader who is a WCTUer may form a council in order to have regular meetings and participate in projects and activities.

Women join the Woman's Christian Temperance  Union by signing a pledge of total abstinence and paying yearly dues as set  by their respective state WCTU.

Men may become Honorary members of the WCTU by signing a pledge of total abstinence and paying yearly dues as set by their respective state WCTU.
